Business Manager & Chief Operating Officer

Deputy Director, Debt Management

We are pleased to assist our client, the Oregon State Treasury (OST) in finding their next Deputy Director, Debt Management. Based in Salem, OR, OST invests for the long-term and sells Oregon bonds to help finance community projects like schools, roads, and armories. Because of sound Treasury management, more than 73 cents of every dollar in pension benefits comes from investment returns. The Local Government Investment Pool is available to all Oregon and Tribal governments, and it helps to stretch budgets with a strong rate-of-return on public fund deposits. The OST prioritizes investing for the long term, doing business the right way, and empowering Oregonians to invest in themselves. The total operating budget for the agency is roughly $131.6 million.

 The Deputy Director, Debt Management role will be responsible for helping to design, control, implement, negotiate, and manage all aspects of interrelating debt issuance with other debt management functions of the OST and on behalf of various State agencies and provide oversight for certain conduit and local government issuances. This role reports to the Director, Debt Management and will oversee a staff of three which include a Debt Management Coordinator and two Senior Debt Analysts. The Deputy Director, Debt Management will work from the OST’s offices in Salem. Executive Director – Kansas City Public School Retirement System (KCPSRS)

We are pleased to assist our client, the Kansas City Public School Retirement System (KCPSRS or the “System”) in finding their next Executive Director. The System is a cost-sharing multiple-employer defined benefit pension plan which was established by the General Assembly of the State of Missouri. KCPSRS is designed for employees of the School District of Kansas City, Missouri, the Kansas City Public Library, charter schools within the boundaries of the Kansas City, Missouri School District, and KCPSRS itself.  The System is financed by employee contributions, contributions from the employers (School District, Public Library, charter schools and KCPSRS) and earnings from investments. As of December 31, 2022, the System held assets of approximately $626.7 million.

The Executive Director (ED) will report to the Board of Trustees. The ED is responsible for the administration and management of KCPSRS including coordinating daily operations, managing (hiring, terminating, supervising) all other KCPSRS staff and managing relationships with various investment managers and other external service providers. The ED leads a staff of 5 and oversees a $2.2M operating budget.

Fund Administrator

CBIZ EFL Associates is pleased to be assisting our client, Teamsters Local Union No. 731 Benefit Funds with their Fund Administrator search. This role is based in the Chicago suburb of Burr Ridge and will oversee the administration of four distinct health/welfare and pension funds, plus a scholarship fund. The four Funds are comprised of: Non-Excavators Pension Fund, Non-Excavators Welfare Fund, Excavators Pension Fund and Excavators Welfare Fund.

The Fund Administrator, under the general direction of the Boards of Trustees of the Funds, is responsible for overseeing all aspects related to the administration of the retirement, disability, and health/welfare benefits on behalf of the members. The Fund Administrator has primary responsibility for all fund operations, administration and compliance including developing and implementing the strategic business, financial and technology initiatives of the Funds. The Fund Administrator must effectively set goals for, direct and motivate the Funds staff, and interact collaboratively with the Boards of Trustees, Unions, Employers, professional advisors, and colleagues at all levels both inside and outside the organization. The Fund Administrator leads a staff of 18 through five direct reports: Comptroller, Office Manager, Special Projects Manager, Manager-Claims & Customer Service, and an Administrative Assistant/IT Manager. The total administrative budget oversight is in excess of $ 4.7 million. The staff is experienced and has significant tenure with the Funds.

General Counsel

We are pleased to assist our client, the New York State Teachers’ Retirement System (NYSTRS or the System) in finding their next General Counsel. This role is based out of the headquarters office in Albany. The System provides retirement benefits through a defined benefit pension plan and offers defined benefit other postemployment benefits (OPEB) to its members. NYSTRS serves 822 employers – including public school districts, BOCES, institutions of higher education and charter schools that elect to participate. NYSTRS is one of the 10 largest public funds in the U.S. based on portfolio size with assets under management as of June 30, 2023, of approximately $135 billion. The System also is proud of the fact that as of this same date, they were 98 percent actuarially funded.

Reporting to the NYSTRS Board of Directors and administratively to the Executive Director/Chief Investment Officer, the General Counsel (or GC) serves as the System’s chief legal officer and is responsible for providing fiduciary counsel to the Board, legal advice, and counsel on a wide range of legal matters. The GC researches, prepares, and presents legal analysis regarding all aspects of NYSTRS operations.
